School officials say they're confident that a proposed new elementary school in northeast St. Joseph CAN operate safely despite concerns about inadequate streets.  Assistant to the superintendent Steve Huff says he examined ten potential building sites in the area and found none with better streets than the Karnes and Woodbine location.  The school district has asked the City Council to approve a conditional use permit over objections of the Planning Commission, which voted 8 - nothing to recommend that the permit be denied.  A Council worksession on the issue is set for 4 pm next Tuesday at City Hall.
